Attractive commercial areas
Developments in the industrial sector are placing new demands on the design of commercial areas. However, as a local authority, we have to balance many considerations regarding the conditions for developing attractive commercial areas. Such factors include good public transport connections, environmental impact, heavy vehicle routing and overall visual impression.

· We will define individual profiles for the different commercial areas.

· We will develop the eastern section of the Hersted industrial estate, turning it into an area with many workplaces to support the establishment of a light rail system.

· We will renovate and update the Albertslund Centre shopping centre.

Prosperity and well-being
We will work closely with local businesses to create room for everyone in the job market and thus increase the wealth and well-being of our citizens. Our commercial and industrial initiatives are inextricably linked with the rest of Copenhagen West.

· We will strive to create a broad, diverse labour market that can offer job opportunities for everyone in Albertslund.

· We will encourage our private corporate partners to create apprenticeships and training places.

· We will strive to find jobs for the unemployed by developing their qualifications to match labour market needs.

DID YOU KNOW that Albertslund has about 2,700 registered businesses employing roughly 20,700 people? Almost 75% of jobs are in the private (52.2%) and public (21.4%) service sectors.

DID YOU KNOW that Albertslund is heavily dependent on commuters? Seventy percent of the population commute to jobs in other local authority districts, while about 80% of jobs within its boundaries are held by people from outside. The total number of jobs in Albertslund is higher than the number of employed people actually living in the local district.

Vision

In 2020, Copenhagen West wants to be known for:

· Its hallmark: long-term, visionary planning.

· Commercial areas that are attractive, well-located, easily accessible and competitive.

· The conversion of several older industrial sites into attractive, dynamic residential and industrial areas.

· The use of the region’s location, spaciousness and good infrastructure to maintain and develop strong positions in the industrial, construction, trade and transport sectors.

· The use of its good collective infrastructure to generate more jobs and attract more visitors and thus boost regional business.

· The development of new positions of strength in the experience economy and in environmental enterprises.

Strategy and action plan

The local authorities in Business Development Network – Copenhagen West will work together to:

· Ensure that the establishment of new industrial areas and the conversion of existing ones is based on the distribution of labour generally throughout the region.

· Further develop commercial areas on the basis of their individual conditions: infrastructure services, current use and development potential.

· Ensure that conversion and development projects are implemented in close collaboration with landowners and enterprises. New forms of collaboration will be tested, and landowners and enterprises involved early in the process.

REGIONAL TRAFFIC AND COMMUTING

Vision

In 2020, Copenhagen West wants to be known for:

· A well-developed infrastructure that provides a broad spectrum of personal and public transport options. Moving about is easy – both within Copenhagen West and across the length and breadth of the Greater Copenhagen area.

· A light rail system built along the Ring 3 ring road from Lundtofte via Glostrup to Ishøj and Brøndby Strand, continuing on to Ørestad via Avedøre Holme. The old industrial areas adjoining the light rail will be converted into modern urban enclaves.

· The extension of the Ring 5 ring road towards the north and south, creating access via Copenhagen West across the Greater Copenhagen area.

· An interconnected and well-developed network of cycleways through open and urban areas that makes commuting in Copenhagen West easy and offers access to the open countryside.

Strategy and action plan

The local authorities in Business Development Network – Copenhagen West will work together to:

· Promote expansion of their connecting infrastructure.

· Drive progress in the ongoing work to establish a light rail system alongside the Ring 3 ring road.

· Bring Ring 5 stakeholders together and drive progress in the ongoing Ring 5 construction project.

· Ensure that central government and other relevant parties promote infrastructure projects across local authority borders.

· Build integrated systems of pathways in Copenhagen West.

SOCIAL ACCOUNTABILITY AND JOB TRAINING PROGRAMMES

Vision

In 2020, Copenhagen West wants to be known for:

· A labour force whose qualifications meet the needs and changing demands of a dynamic job market.

· Making social accountability and job training programmes a high priority.

Strategy and action plan

The local authorities in Business Development Network – Copenhagen West will work together to:

· Provide job training programmes to upgrade the qualifications of the workforce and thus increase the number of young people in employment and lower the number of jobless. Two strategic networks will be launched to take advantage of the many current labour market and job training initiatives and ensure that they are coordinated.

· Establish a ‘Copenhagen West Network for Young People and Education’, the first of its kind. The network will concentrate on qualifying the youngsters who will be the future labour force in Copenhagen West by focusing on streamlined transition from lower secondary school to youth education programmes and then to enterprises. Through a special training initiative for young people the network will work with central government and other stakeholders to meet the special challenges facing Copenhagen West. The aim is to see substantially more young people from Copenhagen West complete a youth education programme. The network will focus its efforts on reaching a government target for 2015 for 95% of all young people to complete a programme of post-secondary education.

Establish a ‘Copenhagen West Network for More People in Employment’. The network will target joint efforts to combat the acute labour shortage through structural and transitional improvements and by exchanging information between job centres, language schools, enterprises, educational institutions and others. The network will work specifically to get more people from non-Western backgrounds in jobs and reduce the number of benefit periods taken by people on long-term sick leave.
