From vision to action

A policy strategy for the local authority, the Albertslund strategy describes priorities rather than attempting to cover all issues. We focus on the qualities we embody and on areas where we need to make extra efforts to promote or support development. We have selected ten strategic areas, and coordinated and prioritised our initiatives.

Prior to the four-year local plan review, we are charged with formulating a local plan strategy. Since the last local plan, we have assumed planning responsibility for the open land while being required to set a course for ongoing physical urban development. Therefore, when we review the local plan, although we look at the plan as a whole, we have particular focus on the local development strategy.

We have formulated Agenda 21 plans since 1995 and made Agenda 21 an integral part of the strategic context long before it became a statutory requirement. Now with the Albertslund strategy, the Agenda 21 work plays a more prominent strategic role, expanding efforts towards sustainable development.

The 2003 vision for Albertslund remains the bedrock on which the local authority builds its strategic work. It contains three basic principles about what we believe in, three platform issues in areas where we want to be in the forefront, and a foundation of cornerstones on which to build our town. The Albertslund strategy intends to show how we move from vision to action.

The vision for Albertslund is outlined in the chart on the opposite page. Under each strategic heading is a vision box. The elements that each strategic heading supports are highlighted in the relevant box underneath. The full wording of the vision can be found as an insert in the centre of the strategy document.

The local authority’s management and control strategy is based on committed dialogue as the mechanism for linking visions and goals to specific actions. Committed dialogue has a strategic as well as an operational level, and the Albertslund strategy provides the framework for the strategic level. Operating plans, which illustrate the connection between visions, goals and specific actions, describe the actions in the various parts of the organisation.

AGENDA 21
The Agenda 21 programme was adopted at the United Nations Conference on Environment and Development in Rio de Janeiro in 1992. Agenda 21 is a global plan of action for sustainable development. Environmental issues are global and know no borders, which means we must all change the way we live in order to achieve sustainable development. The message is to think globally and act locally.

The local authorities of Copenhagen West have prepared a strategic development perspective: Copenhagen West developing – towns in motion. The joint development perspective has been incorporated into our strategy. We are pleased with this development perspective and partnership, and want to continue our active involvement.

Copenhagen West boasts a longstanding tradition of change. Its towns, countryside, cultural and commercial life embody the entrepreneurial spirit that underpins the ongoing work of creating a Copenhagen West region for the future.

Copenhagen West is distinctive but not self-sufficient. Residents enjoy the dynamic of urban life as well as the closeness of neighbourhood and social networks. As part of the Greater Copenhagen area, it affords easy access to the capital’s infrastructure as well as a wealth of job opportunities, cultural activities and educational options. Copenhagen West embraces both local focus and broad vision.

With a rich variety of landscapes within easy reach of urban areas, Copenhagen West offers a wide range of unique outdoor activities. Here is space for quiet contemplation as well as active pursuits in the countryside.

Overall vision for Copenhagen West 2020
The local authorities of the Copenhagen West partnership work together in the name of holistic development. Their focus is on urban development, the open countryside, infrastructure, industry and commerce, culture and people. Growth will benefit local residents and the business community as well as the rest of the Greater Copenhagen area. Together the partners are shaping the future, and their collective efforts generate strength, credibility and versatility.

Copenhagen West is a network of independent urban communities with many characteristic features in common and a shared identity. The local authorities work together on local planning issues, utilising and selecting their focus in areas where teamwork will lead to efficiency and quality.

The local authorities of the Copenhagen West partnership make a joint targeted effort to brand and profile their region externally, to the rest of the world, and internally, to other local authorities, companies and citizens. The Copenhagen West brand supports and ties the focus areas together.

In 2020, Copenhagen West wants to be known for:

Innovation: Imaginative, creative and sustainable solutions.

Balance: Cohesion between jobs, housing, education and recreation.

Cooperation, openness and tolerance: The local authorities work together, driving development through dialogue with residents, industry and commerce and organisations.

Nature and activities: All built-up areas in Copenhagen West are close to continuous expanses of open land. Unique opportunities for nature, cultural, sporting and outdoor pursuits.

Accessibility: An extensive and integrated infrastructure for businesses and residents.

Strengths: Clear advantages for the business community of Copenhagen West, a well-defined environmental profile and opportunities for all new types of enterprise.

Responsibility: Tolerance and social accountability are high priorities. We believe that human development is the responsibility of the individual as well as society.
